England and Normandy were facing raids from the Vikings. England was weakened due to a lack of infrastructure, and constant attacks from the vikings and Danish. England had become poor, and thus its government was unable to build fortresses, and castles. Also England's poverty was preventing the king from being able to build a strong army. Normandy however was strengthened by the conflict with the vikings. The province had made a treaty with the viking king Rolf. The treaty was that Rolf and his "North men" would guard Normandy and France's northern provinces, and would convert his men into Christianity. In return Normandy had to give Rolf a tittle. Rolf was given the tittle Duke. The Duke had authority over everyone except for the king of France. Under leadership of Rolf Normandy gained mass wealth, and allies.
